Isabel Abreu is an Environmental Engineer with a Postgraduate Degree in Sustainable Energy Systems from the MIT-Portugal Program. After gaining experience at the Portuguese and European renewable energy associations, she founded ALER at the end of 2014, of which she has been Executive Director since then. In addition to managing the Association, Isabel ensures ALER's public relations, interacting with funders, partners and Members and representing ALER at national and international events.
Rita Marouço is a renewable energy advocate who studied Energy and Environmental Engineering. At ALER, she works as a project manager, focusing on Angola and Mozambique, promoting renewable energy in Portuguese-speaking African countries and promoting gender equality in access to sustainable energy.
Serafim Dias Henriques da Silveira graduated from the Higher Institute of Machinery in Zaporojie (Ukraine) since 1992 in Electrical Engineering in the specialty of Electricity Supply in Agricultural and Rural Areas. He started his activity in the Angolan Electric Sector at the Ministry of Energy and Water in 1993. From 1994 to 1999, in service commission, he held the position of Provincial Director of Energy and Water in the Province of Cuanza Norte, after which he returned to the Ministry of Energy and Water where until 2008, held the position of Head of Department for Licensing and Supervision of Electrical Installations. After the previous function was discontinued, he became Director of the Office of the Minister of Energy and Water, until the end of 2008. In 2009 he was appointed to the position of National Director of Rural and Local Electrification, position he held until 2020 and in August 2020 was appointed to the position of National Director of Renewable Energy and Rural Electrification being in office to date.
Victor Fontes is an Electrical Engineer, having been responsible for the Investment Area of EDEL, Deputy General Manager of ENE, Electricity Technician of Soares da Costa, General Manager of LUATA and currently is Managing Partner/General Manager of ELEKTRA.
Pedro Clemente is an Environmental Engineer, with a master's degree in Environmental Management and Systems, having worked as a scientific researcher and as an environmental and social impact consultant in renewable energy projects. He is a Planning and Partnerships Manager at ALER and responsible for the development and promotion of renewable energy initiatives in Portuguese-speaking African countries, specifically in São Tomé and Príncipe, Cape Verde and Guinea-Bissau.
Graduated in electrical engineering in Brazil from the Federal University of Goiás-UFG. Still in Brazil, he worked for the companies of Industrial Automation and Distribution and Commercialization of electric energy. Employee of the Water and Electricity company-EMAE since 2011 in some area like Staff and currently as Director of Energy, Directorate General of Resources of the Ministry of infrastructure, Natural Resources and Environment since July 2018. One of the members of teams of the elaboration of Report of Renewable Energy and Energy Efficiency of Sao Tomé and Principe. Sao Tomé and Principe Energy Efficiency focal Pointe for AFREC.
Ricardo Costa Pereira is a founding member and current President of the Board of the Mozambican Renewable Energy Association (AMER). Ricardo has been working for over a decade in the renewable energy sector in Southern Africa, specifically in Mozambique where he has worked for the public sector through the National Directorate of New and Renewable Energies (Ministry of Energy), contributing to a series of regulations and legislative documents on the development of renewable energy. For the private sector through a large multinational consultancy company where he led multidisciplinary projects and managed teams in a variety of different countries. For donor funded programs, he was part of the core technical assistance team appointed by the EU and AFD to structure the first competitive tender for large scale renewable energy projects (PROLER). Presently, Ricardo is the Portfolio Manager for AECF’s program REACT-SAA in Mozambique providing end-to-end support to companies that AECF has invested in.
He is the current Director General of Energy for Guinea-Bissau, former Advisor to the Minister for Energy, former Director of the Fuel, Oil Derivatives and Natural Gas Service and former Chairman of the Supervisory Board of CLC GB. He has a Master's Degree in Oil and Gas Technology and a Licence in Petrochemical Engineering.
An electrical engineer by profession, Jansénio Delgado specializes in renewable energies and is currently an executive director of ELECTRIC WIND - Produção de energia Eólica, SA, of which he is also a shareholder. He has over 35 years' experience in Cape Verde's energy sector, with long experience in the renewable energy sector, having started his professional activities in ELECTRA's Engineering Department. He was Director of the Santo Antão Rural Electrification Project, funded by Luxembourg Cooperation for five years at the end of the 90s. From 2010 to 2017, he was part of the technical team at ECREEE - ECOWAS Centre for Renewable Energies and Energy Efficiency. In the following three years, he was Coordinator of the Project to Strengthen the Regional Anchoring of CERMI (Cidade da Praia), funded by Luxembourg Cooperation and, from June 2021, he resumed his duties as Executive Director of the company ELECTRIC WIND/ELECTRIC. In October 2023, he was elected the first President of the Cape Verdean Renewable Energy Association (ACER).
