The Chief of Technical and Legal Department of Regulatory Institute of Electricity and Water Services (IRSEA), graduated in Law from ISCAD - Instituto Superior de Ciências Da Administração (Grupo Lúsofona) in Lisbon. He did his post-graduation in Corporate Law, from the Law School of the Portuguese Catholic University;
Course on "Electricity Sector Reform and Management and Regulation in Africa", from the University of Cape Town, South Africa;
Professional Training Course in Law Making, given by IPROF - Instituto de Formação Profissional, Lda;
Course on Management of Concession Contracts, administered by IPROF - Instituto de Formação Profissional, Lda.
He has extensive experience in price and tariff regulation in the energy sector, having held the posts of Head of the Market Analysis Department of the Institute for Pricing and Competition, Head of the Market Studies and Monitoring Department of the Competition Regulatory Authority and Head of the Subsidies and Prices Monitoring Department of the Institute for the Management of State Assets and Holdings. He has an MBA from the University of Liverpool in the specialty of Entrepreneurship, Marketing and Change Management. He is a candidate for a DBA (Doctor of Business Administration) degree from the same University. He has completed several courses offered by the IMF, World Bank and UNCTAD, most notably: Engaging Citizens in Financing for Development; Programming and Financial Policies: Macroeconomic Accounts; Energy Subsidy Reform; Market and Financial Analysis and Public Debt Sustainability; Sustainable Development Goals (Agenda 2030); and Structural Transformation and Industrial Policy.
Pedro has over 10y experience in the African Renewable Energy space, led the feasibility of just over 2,500 MW of Renewable Energy in South Africa (REPP), Mozambique and Angola. In 2015 Pedro incorporated SOURCE CAPITAL, headquartered in Maputo, a focused private equity and investment advisory boutique sourcing and managing investable assets in Lusophone Africa. The Energy sector quickly become a major focus and lead to the creation of SOURCE ENERGIA, a subsidiary that is the diversified renewable energy platform focused on the development, management, operations and maintenance of large & small scale on- & off-grid projects in Lusophone Africa, now with offices in Maputo and Luanda. SOURCE ENERGIA current portfolio is made of 350+ MW of Renewable Energy Projects (both IPP and C&I) in different stages, and the investment in one of the leading Solar Home Systems Company in Mozambique.
Tiago has joined IFC in January 2021, as a Senior Investment Officer, Infrastructure MEA based in Luanda, and looking at investments in both Angola and Mozambique. The infrastructure sub-sectors includes power, renewables, roads, rail, ports, airports, telecom and municipalities.
Previous to IFC, Tiago was an Investment Manager with the Debt Project Finance team of the CDC Group (UK DFI) in London, focusing on infrastructure investments in Africa and South Asia. His experience also spans several years working in South Africa, as a Senior Transactor in the Infrastructure Finance team at Rand Merchant Bank (“RMB”).
Tiago has a vast experience in originating and leading several project finance transactions across Sub-Saharan Africa.
Vanda Cascão has a degree in Law from the University of Coimbra and a post-graduation in European Studies (Legal) from the College of Europe in Bruges. Vanda joined VdA in 1993 and is a partner in the Energy & Natural Resources practice area. She has worked on several transactions in the energy sector, including renewables, and in the infrastructure sector, from project structuring to implementation, including financing. Vanda also follows up on regulatory matters in these sectors. She also works on green economy, sustainability and ESG (environmental, social and governance) issues, including green and sustainable financing, being Certified ESG Analyst by EFFAS, European Federation of Financial Analysts Societies. Vanda has worked in operations in Portugal and internationally, particularly in Europe and Africa.
