Serafim Dias Henriques da Silveira graduated from the Higher Institute of Machinery in Zaporojie (Ukraine) since 1992 in Electrical Engineering in the specialty of Electricity Supply in Agricultural and Rural Areas. He started his activity in the Angolan Electric Sector at the Ministry of Energy and Water in 1993. From 1994 to 1999, in service commission, he held the position of Provincial Director of Energy and Water in the Province of Cuanza Norte, after which he returned to the Ministry of Energy and Water where until 2008, held the position of Head of Department for Licensing and Supervision of Electrical Installations;
After the previous function was discontinued, he became Director of the Office of the Minister of Energy and Water, until the end of 2008 In 2009 he was appointed to the position of National Director of Rural and Local Electrification, position he held until 2020 and in August 2020 was appointed to the position of National Director of Renewable Energy and Rural Electrification being in office to date.
Gonçalo Anacoreta is working for TotalEnergies as Renewables Explorer, in charge of renewables business development in Angola, since October 2021 after working as a business developer with private and public customers in the energy renewables sector in Angola for Source Energia and as a Senior Sales Manager for seven years in General Electric (GE) Angola. He also has more than ten years of experience in the field of consultancy having managed several projects in different areas of expertise, both in Europe as in Angola.

Victor Fontes is General Director of Electricidade e Águas de Angola (ELEKTRA) and President of the Angolan Renewable Energy Association (ASAER).
In the energy sector, he has served as General Manager of Luata - Luz, Água e Telecomunicações de Angola and as Technical Assistant General Manager of ENE - Empresa Nacional de Electricidade de Angola. Among the development of articles and contributions to various publications on Electricity Projects, he was also a University Professor at the Agostinho Neto University.
Rito Évora is the National Director of Industry, Commerce and Energy of Cape Verde since 2017.
Previously he served as Executive Director of the Cape Verdian Economic Regulation Agency.
During his more than 20 years of experience in the energy sector, Rito has been working on the design, development and implementation of regulatory models and structural policies for the energy sector in Cape Verde.
He has a degree in mechanical engineering and a master's degree in energy.
Her practice focuses on the areas of Energy and Natural Resources, Real Estate, Corporate & Commercial and Regulatory, working for 15 years with the jurisdiction of Cape Verde, namely on energy issues. She was a speaker at several events and business workshops on investment environment in Cape Verde, held in Portugal and Cape Verde, as well as at the 1st edition of the Renewable Energy Fair of Cape Verde held in 2016. Author of several publications on Cape Verde, namely on the subject of renewable energies, published in journals.
Graduated from the Faculty of Law of the University of Lisbon, has a specialization course in International Oil & Gas Law, Contracts and Negotiations at the Rocky Mountain Law Foundation (Houston, USA) and postgraduate degree in Energy Law from the Faculty of Law of the Portuguese Catholic University.
Bruno Lopes has a degree in Management, a post-graduation in Auditing and a Master in Finance, with over 20 years of experience in management, financial management, auditing and corporate governance. His professional experience includes roles as CFO at Cabeólica, financial advisor and general manager at Grupo SITA and supervisor at PricewaterhouseCoopers, as well as additional work as certified auditor, financial consultant and chairman / member of the supervisory board in several Cape Verdean companies.
Nilton Gomes is an Environmental Engineer with a Masters in Environmental Management from Instituto Superior Técnico of the University of Lisbon. He worked in research at the Technology Centre for the Marine Environment - MARETEC, where he developed the scientific work of hydrodynamic computational modelling. He is currently a technician at the Municipality of Ribeira Grande de Santiago (CMRGS), coordinating the Covenant of Mayors Project, since 2020. In addition, since April 2017, he assists in the coordination and management of the Environment and Municipal Sanitation services at CMRGS and in the preparation of environmental projects for the municipality. He is an individual consultant for environmental and renewable energy studies.
Boris Kássimo Cunha, graduated in Energy Engineering from the Universidade da Integração Internacional da Lusofonia Afro-Brasileira - UNILAB, currently doing his Master's in Energy at the Universidade Federal do ABC, in the branch of Geopolitics and Energy Strategies in the concentration area of Environment, Society and Energy Planning. He holds the position of Head of Innovation Service Department of Renewable and Domestic Energy at the Ministry of Energy and Industry and is also a lecturer at the Amilcar Cabral University.
Georgios has a Master in Mechanical Engineering in the National Technical University of Athens, a Master in Energy Strategies in the Ecole des Mines de Paris and a Specialization in Social Policies in the University of Buenos Aires. He has been working as a project manager in energy projects, renewable energies, energy efficiency and project coordination. He has considerable experience in project management and consulting in the energy sector at the international level, in several countries in Latin America, Africa and Europe. Throughout his career, he has always been interested in social and sustainable development, linked to the energy sector. Georgios is currently working for Trama Tecnoambiental (TTA) as a Senior Project Manager & Energy Consultant.
Has a degree in Mechanical Engineering from the University of Coimbra and an MBA from Blekinge Tekniske Hogskola (Sweden), he has ten years of experience in the field of renewable energies.
In-depth knowledgeacquired in the implementation of different types of projects, from wind energy to photovoltaic solar energy.
Experience in industrial design, product innovation, logistics and project management implemented in several countries.
He is currently performing the functions of Energy Sector Manager at TESE, and at the Ianda Guiné! – Lus ku Iagu, which, among others, contemplates the installation of a photovoltaic powerplant on the island of Bolama, with the respective electrical network and management model.
Experience of more than 10 years of work in the areas of Natural Resources Management, Biomass & Improved Cookstoves (ICS) and Renewable Energies. He worked as Assistant and Consultant at Eduardo Mondlane University (UEM) and in 2010, he was appointed by UEM to lead a Team of Remote Sensing Specialists in a pilot project aiming to study the feasibility of implementing REDD+ projects (Reducing Emissions caused by Forest Deforestation and Degradation) along Mozambique. Later on, this project was transformed into a business and therefore registered as a company (Mozambique Carbon Initiatives, Lda - MozCarbon), where he currently works there as COO & Business Development and Partnerships. At MozCarbon, He led the implementation of the first REDD+ pilot projects in Mozambique and the first Program of Activities (PoA) with the objective to disseminate Improved Cookstoves with the ultimate goal to generate carbon credits, as a way to ensure the project sustainability and scalability.
In the sector, from 2013 – 2017 he also worked in the GIZ - EnDev Mozambique program, where he performed the functions of Senior Advisor for the Biomass and Improved Cookstoves component.
Claudio Buque is a Mozambican, Professional Electrical Engineer with more than 10 years’ experience on energy projects in sub-Saharan Africa (Mozambique, South Africa, Malawi, Namibia, Comoros and Angola). He has published over 15 technical papers on topics including power system protection, micro-grid planning, renewable energy and network resilience. He has worked in technical consulting and at the World Bank. He is currently the Renewables Explorer at TotalEnergies in Maputo. In this role he is actively working on business development, seeking project development, partnership and acquisition opportunities in large scale renewable energy projects in Mozambique. Claudio has previously been involved in investment project financing as well as projects design, monitoring and evaluation, construction supervision and completion. He is passionate about innovation for the energy transition, economic development and poverty reduction.
Claudio holds a Masters in Electrical Engineering from the University of Cape Town and an Executive MBA from Politecnico di Milano Graduate School of Business.

Mayra Pereira is the founder of Gaia Consulting. She has specialized over the years in the areas of renewable energy, environment and sustainability and has 15 years of experience. Mayra is a professional with a MSc in Environmental and Geographic Sciences and a BSc (Hons) in Environmental Management from the University of Cape Town. Since May 24, 2022, ALER’s new President has been part of the Directorate of Energy Associations in Mozambique.
Miquelina Menezes was president of FUNAE, the Mozambique Energy Fund responsible for off-grid rural electrification projects, between 1998 and the end of 2015.
Prior to FUNAE, she was responsible for the VAT project with the IMF at the Ministry of Finance.
Most of her professional career has been in the energy sector. She served as Deputy General Manager of the National Hydrocarbons Company from 1986 to 1998 and before that she worked at the Mining Development Company, the Ministry of Mineral Resources, the State Secretariat for Coal and Hydrocarbons and the National Coal Company.
Since 1992 she has been a lecturer in management at the Eduardo Mondlane University - Faculty of Economics.
She is currently Board member o ALER and AMER.
Graduated in electrical engineering in Brazil from the Federal University of Goiás-UFG. Still in Brazil, he worked for the companies of Industrial Automation and Distribution and Commercialization of electric energy.

Nuno Ferreira Matos holds a Bachelor's degree in Biology from the Faculty of Sciences of Lisbon and a Master's degree in Natural Resource Management from the Instituto Superior de Agronomia. Since 1992, he has worked as an environmental consultant, with a special focus on Environmental Impact Assessment. He is a founding partner of the MF&A Group, which includes Matos, Fonseca & Associados Portugal (including the São Tomé and Príncipe branch), Matos, Fonseca & Associados Mozambique, and Ecofield. He served as the President of the Portuguese Association of Impact Assessment for two terms.
In his extensive experience in environmental assessment, Nuno Ferreira Matos has coordinated numerous projects, particularly in the field of energy development and its compatibility with environmental and social issues. His impressive curriculum includes dozens of studies and projects carried out in Africa.
