Isabel Cancela de Abreu is an Environmental Engineer with an Executive Master on Sustainable Energy Systems.Her experience in renewable energies started at APREN, the Portuguese Renewable Energy Association, where she was Director of the Technical Department.
Isabel was afterwards invited to work as Policy Adviser at EREC, the European Renewable Energy Council.
Later on, she decided to take advantage of her national and international experience to found ALER, the Lusophone Renewable Energy Association, where she now works as Executive Director.
In addition, Isabel was also a social volunteer in Niassa - Mozambique, and did an internship at Grameen Shakti in Bangladesh to learn about their microcredit and Solar Home Systems programs.

Luis Mourão Garcês da Silva is part of the Electric Sector since 1984, integrated in the National Electricity Company - ENE where he served as Chief Executive Officer being Deputy General Manager (1989 - 1991 and 1993 - 1999), General Director (1991 - 1992) and Administrator (1999 - 2005).
In 2006 he joined the Electrical Sector Regulatory Institute IRSE and served as Administrator (2006 - 2010) and Chairman of the Board of Directors (2010 - 2016) and in 2016 with the creation of IRSEA plays since that date the role of President of the Executive Board(2016 - 2022).
Graduated in Mechanical Engineering from the Faculty of Engineering of the Agostinho Neto University and attended several training courses, especially the Training in High Management of Companies by ASM/ AESE, and training in the Master in Regulatory Law by the International Training Program in Regulatory Entities of the University of Gainnesville/Florida.
Mrs. Diogenes Orsini has a degree in Electrical Engineering/Power Systems from Universidade Agostinho Neto. Since 2021 is the National Director of Electric Energy at MINEA, where he previously served as Consultant to His Excellency Mr. Secretary of State for Energy. He was Chairman of the Board of Directors of EPAL-E.P. between 2019/2021 and 2017/2019. Also worked as Inspector General of the Ministry of Energy and Water, Head of the Department of Electric Energy (DEE) of the National Directorate of Energy of MINEA, and as a Technician in the Office of Studies, Planning and Statistics (GEPE) of MINEA in the Department of Studies and Statistics and Member of the Project Coordination Unit with the World Bank.

Samuel Oguah is a Senior Energy Specialist with the World Bank in Luanda, Angola. He has over 17 years of professional experience with utilities and the power sector in Africa and Central Asia. Since joining the World Bank in 2012, he has worked on various power system issues including the techno-economic analysis of power sector projects, optimization of power system operation, long-term generation expansion planning, as well as resilience and climate impacts in energy systems. He currently coordinates the World Bank energy program in Angola and Sao Tome.
Gonçalo Anacoreta is working for TotalEnergies as Renewables Explorer, in charge of renewables business development in Angola, since October 2021 after working as a business developer with private and public customers in the energy renewables sector in Angola for Source Energia and as a Senior Sales Manager for seven years in General Electric (GE) Angola. He also has more than ten years of experience in the field of consultancy having managed several projects in different areas of expertise, both in Europe as in Angola.

Luka Buljan is the Managing Director for Africa at Berkeley Energy and a member of the investment committee of AREF, one of the investment funds managed by Berkeley Energy. He is an executive with more than 20 years of experience in the energy sector with a strong focus on emerging markets, particularly in sub-Saharan Africa.
Rita Marouço is a Portuguese renewable energy advocate who did her studies in Energy and Environmental Engineering. In 2014 she co-founded the first hackerspace in the Faculty of Science in the University of Lisbon and 2016/17 co-organized the first and second Lisbon Green Hackathon and the first Transport Hackathon. The last four years she worked in Coopérnico, developing projects in the field of renewable energy communities and working towards tackling energy poverty in Portugal. At the present time, she is working full time as a project manager for ALER, promoting renewable energy in the African Portuguese-speaking countries and fomenting gender equality in sustainable energy access.
Filipe Zau was head of the overcoming department of the National Directorate of Training of Teaching Staff of the Ministry of Education of the Republic of Angola (1979/84 and 1988/90). Subsequently, he worked as a cultural attaché at the Embassy of Angola in Portugal (1990/96) and as a counsellor with the functions of Advisor for Education, Culture and Sports affairs in the Community of Portuguese-speaking countries - CPLP, (From February to August 2010). He was a CONSULTANT of UNDP for the preparation of the Angola Report (2010). On the Millennium Development Goals (From September 2010 to March 2011) he was a consultant for CESOCI, working on a project of the Civil House of the Presidency of the Republic aimed at the creation of a National Strategy for The Formation of Staff and, at the same time, was a member of the Working Group on Economic and Social Issues of the Secretariat of the Council of Ministers.
He was also, between (2010 and 2021), vice-rector and rector of the Independent University of Angola (UNIA), visiting professor of the Faculty of Social Sciences of the Agostinho Neto University (UAN), president of the Association of Angolan Private Higher Education Institutions (AIESPA), vice-president of the Angolan Academy of Letters (AAL) and collaborator of the Journal de Angola (since 2006). He is now the Minister of Culture, Tourism and Environment.
Serafim Dias Henriques da Silveira graduated from the Higher Institute of Machinery in Zaporojie (Ukraine) since 1992 in Electrical Engineering in the specialty of Electricity Supply in Agricultural and Rural Areas. He started his activity in the Angolan Electric Sector at the Ministry of Energy and Water in 1993. From 1994 to 1999, in service commission, he held the position of Provincial Director of Energy and Water in the Province of Cuanza Norte, after which he returned to the Ministry of Energy and Water where until 2008, held the position of Head of Department for Licensing and Supervision of Electrical Installations;
After the previous function was discontinued, he became Director of the Office of the Minister of Energy and Water, until the end of 2008 In 2009 he was appointed to the position of National Director of Rural and Local Electrification, position he held until 2020 and in August 2020 was appointed to the position of National Director of Renewable Energy and Rural Electrification being in office to date.
Euclides Morais de Brito is the Executive Director PRODEL, responsible for the area of Thermal Production and Renewable Energies.
Graduated in Thermoelectric Engineering, he also has a Master's degree in renovation and restructuring of the Electrical Sector and Energy Law. Previously, he worked as Production Administrator of the National Electricity Company, ENE-E.P., non-Executive Director of WESTCOR, Development of the Western Energy Corridor, based in Gaberone, Botswana, as well as coordinator of the ENE-E Restructuring Project. January Avelino JANEIRO is a program manager with more than 15 years of experience in development and research programs in the sphere of Environment, Biodiversity Conservation, Natural Resource Management, Resilience, Renewable Energies, Promotion and Protection of Livelihoods.
He currently works for the United Nations Development Program (UNDP) in Angola as Team Leader for the areas of Environment and Disaster Risk Reduction since April 2021. Prior to joining UNDP in Angola, Janeiro was Regional Manager of the UNDP-GEF project for the implementation of the Strategic Action Plan for the Cuban-Okavango River Basin to its Permanent Commission (OKACOM) from 2019 to April 2021 based in Gaborone (Botswana) where he worked with the Commission member states, namely: Angola, Botswana and Namibia. His experience with UNDP begins in Mozambique, where he served as Chief of Staff for the areas of Environment, Natural Resource Management and Resilience (2017 - 2018), Programme Specialist for Environment and Climate Action (2013 - 2018), and Provincial Technical Advisor for Disaster Risk Reduction and Adaptation to Climate Change (2012 - 2013).
Prior to joining UNDP, he worked with the World Food Programme (WFP) in Mozambique (2008 - 2010 and 2012) in the areas of promotion and protection of means of subsystem and disaster risk reduction.

He started his career at GREENTECH in 2016, having evolved in the various aspects of project management and business development. In 2018 he assumed the operational leadership of the implementation of the solar home systems project, having coordinated with the BBOXX team the implementation strategy and operational supervision. He assumed the role of key interlocutor with local communities and administrative authorities and local authorities. He is currently responsible for linking the various operational components of the company's projects and the element designated by Greentech to ensure contacts with local authorities and entities.
Pedro has over 10 years experience in African Markets namely Angola, South Africa and Mozambique where he took a business development role for Espírito Santo Group, one of the Portuguese majors. Pedro has been involved as Investment Principle and Advisor on real estate, energy, infrastructure and financial services deals. In South Africa he led the creation of a pipeline of wind and solar projects of 2,000 MW for the REIPP Program in South Africa. In 2012 he moved to Maputo with an advisory and private equity group EAGLESTONE, where he was responsible for the development of projects in real estate (60.000 sq.m of Offices Buildings) and energy (200 MW of Power Generation). He is now managing partner at Source Energia

He has an international background from primarily Subsea business for some 40 years working for Statoil, United Nations (UNDP), Subsea 7, DeepOcean, Randaberg Industries and has been Mayor at Randaberg Municipality. He carries a M.Sc and a MBA.

He joined the Anglobal team as Senior Sales and Marketing Leader in February 2021.
Sandra Marisa Lidador Vigário Ramos holds a PhD in Tourism, Leisure and Culture, in the Branch of Tourism and Development from the Faculty of Letters of the University of Coimbra, Postgraduate in International Trade Law and in Labor Law and Social Security from the Law School of the Agostinho Neto University, Graduated in Law from the Law School of the Agostinho Neto University. Admitted to the Angolan Bar Association, Associate Lawyer of P&P Advogados. She has held various positions in public and private institutions, especially: Directora Adjunct of the Office of the Minister of Hospitality and Tourism, Directora de Recursos Humanos da Ministério da Hotelaria e Turismo, Director of the Legal Office of the Ministry of Tourism, Coordinator of the Program "Revision of the Legislative Package of the Tourism Sector", Directora of the Legal Office of the Ministry of Culture, Tourism and Environment of Angola and is currently Administrator for Legal and Regulatory Area of the National Land Transport Agency. Author of the Work "Tourism Development in Luanda - Business Tourism, Management and Sustainability", recently launched in Lisbon-Portugal.

As Africa Program Officer at the International Energy Agency (IEA or Agency), Rita Madeira develops, gives support and coordinates the Agency's work in Sub-Saharan Africa, focusing primarily on the West African and Southern African regions. Prior to joining the IEA, she worked as a legal advisor and advised African governments in negotiating complex commercial transactions, mainly in the energy sector, and also carried out various capacity building activities on the African continent on project finance and other related topics.
Pedro Nunes was born on April 1, 1977 and is Head of the Department of Vocational Technical Secondary Education - INFQE/MED. He holds a degree in Mathematics, a Master’s degree in Information Technology and a PhD in
Educational Sciences (with Certificate of Completion and Cover Letter.
Tommaso de Pippo is a Professor of Physical Geography and Geomorphology at the University of Naples Federico II as well as Director General of the Higher Institute of Mineral Resources, Environment and Technologies (IRMAT). He accumulates these functions with the Director of the Technological Research Center (CIT) of the Catholic University of Angola and Vice-President of the Scientific Council of the same university. It has provided technical support in the identification of environmental projects to be considered by the Minister of Culture, Tourism and Environment of the Republic of Angola in the context of cooperation between the Government and universities. Additionally, he has tutored more than ten Doctoral theses in Geology, Applied Geology and Environmental Geology and has coordinated 22 Research Projects both in Europe and Angola.
Irene Inakulo Moisés is Head of the Department of Institutional Evaluation and Accreditation of Institutions and Projects of Scientific Research and Development of the Foundation for Scientific and Technological Development (FUNDECIT) as well as professor at the Instituto Superior de Ciências da Educação de Luanda, with the category of Auxiliary Professor. Previously, she had previously worked as a professor at the Higher Institute of Education Sciences of Huambo from 2007 to 2022, where she held positions as Head of the Department of Education Sciences, Head of the Department of Pedagogical Practices, Coordinator of graduate studies in University Teaching and others. She was also Deputy Director of the Research Center of the Higher Polytechnic Institute Sol Nascente and the Journal of the same Institute.
Kátia Gabriel is a professor of Physical Chemistry and Industrial Chemistry, with a degree in Engineering and Technologies from ISPTEC, researcher in the area of Biofuels and Circular Economy and Coordinator of University Extension Project for the development of processes and technologies of transformation, treatment and recovery of waste in new products and energy.
She is also a volunteer and Debate Moderator in the Science Training Program of the Women’s Leadership Project in Angola in partnership with the Angolan National Commission for UNESCO- a program that aims to disseminate and popularize scientific knowledge through debates with experts from various national and international fields of knowledge and also ambassador for Peace by Youth and Student for Peace (YSP), an international organization whose mission is to promote world peace by empowering young people and students to become global citizens through character education and peace projects that support the UN Sustainable Development Goals.
José Salgueiro has been a member of the Ministry of Energy and Water for about 29 years. Of these, about 9 years as Director of the Office of Studies, Planning and Statistics (GEPE) from 2013 to the present and he also has 10 years as Head of the Department of Studies, Planning and Statistics.
Raimundo Santa Rosa is administrator of IGAPE with a focus on the areas of Price Regulation and Monitoring to SEP companies. Previously, he served as Head of the Departments of MarketNalysis and Market Studies and Monitoring (IPREC/ARC) as well as The Company of Subsidies and Prices at IGAPE. He graduated from the University of Liverpool with an MBA in entrepreneurship, marketing and change management.

Louis- Antoine Souchet has a master's degree in international and European law, and a degree from the Institute of Political Studies (Sciences Po) in Paris.
He has currently been director of the French Development Agency (AFD) for Angola since September 2019. He joined AFD in late 2015 as head of the local public finance and decentralization team in the Department of Urban Development, managing and overseeing decentralization reinforcement programs in Asia, the Middle East and Africa, as well as direct funding and technical assistance programs for local governments, particularly in Latin America.
Prior to joining AFD, he worked for the city council of Lyon, France's third largest city, where he was Chief Financial Officer and Deputy Director General.
Marcus Rother is a senior advisor for FinanceCatalyst, focussing on IPPs, solar PAYG, minigrids, embedded generation and E-Mobility and is responsible for the Mozambique Country Window. Being a former senior Investment Officer at EU impact fund ElectriFI, he is well versed in catalytic finance, financial structuring and capacity building programmes.
Diamantino Pedro Azevedo is the current Minister of Mineral Resources, Oil and Gas, having been Minister of Mineral Resources and Petroleum between 2017 and 2020, and Chairman of the Board of Directors of FERRANGOL-E.P. between 2006 and 2017.
He holds a degree in Mining Engineering from the Freiberg Mining Academy and a PhD in Mining Engineering from the Technical University of Berlin.
He is a member of the Society of Metallurgists and Mining Engineers of the R.F.A, the African Society of Geology, of the General Assembly Chamber of Energy and Mines of Tanzania and has several publications on mining projects and exploitation of industrial minerals in Angola.
