BRILHO is a 5-year programme (2019-2024), with national coverage, that will catalyse Mozambique´s energy market of Improved Cooking Soluctions, Solar Home Systems and Green Mini-grids to provide clean an affordable energy solutions to the off-grid energy products, systems and businesses.

BRILHO’s overall goal is to improve and increase energy access for people and businesses, leading to money saving and improved well-being and livelihood opportunities for the low-income population.

BRILHO’s objective is to improve and increase energy access for people and businesses by leveraging the private sector’s innovation and investment capacity, resulting in market growth of clean cooking solutions, solar home systems and mini-grids. To achieve its goals, the programme has four areas of work:

• Market development fund: Provide support commercial and emerging players that deliver off-grid energy products and services in Mozambique, with approximately £13.8M disbursed to companies and £ 29M in private co-investments.
• Demand activation: A mix of no reimbursable funding and technical assistance to de-risk selected business initiatives providing off-grid energy solutions, that have already impacted more than 1M people.
• Research and dissemination: Strategic information for public and private decisions makers; and
• Policy reform and institutional strengthening: Supporting off-grid energy policy reform and the creation of an enabling environment. BRILHO has supported the GoM in the development of its first complete off-grid regulatory framework.

 As of September 2023, the BRILHO programme has supported 25 companies that provided access to energy to more than 1.8 million Mozambicans through solar electrification and improved cooking solutions.

The programme is funded by the UK Foreign, Commonwealth & Development Office (FCDO) and the Swedish International Development Cooperation Agency (Sida) and implemented by SNV.
